It would not be normal to have the 12v side of the relay permanent in order or any trigger to energise a relay with the ignition turned off.

I have heard quite a few people report S7 outputs causing relays to turn on when the ECU is off. Whilst Stevie is right - it is best not to have a relay powered by a permanent live - I personally do not think it right that an ECU output can sink enough current to turn on a relay when the output is off. Other ECUs don't so it could be an S7 design shortcoming :(

I don't have one here to test, so can't say.

But it would be unusual, yes.

Not all the outputs go to ground when powered off. The H-bridge outputs do but the fuel outputs don't in my experience (S7+).
