So added MAP as suggested and on the up change there is some overshoot, but the down change you will always see atmosphere as the throttle opens for the blip.

2 points..1 looks to me like overboost is first issue, more overboost bigger the issue is. Look at what your wastegate is doing on shift, what is the shift duty cycle, is it being frozen on shift.
Downshift, too much blip for me, or cut timing is wrong, or both.. Log trqIgnSev and trqFuelSev to find the true cut limits applied, 500hz min..
all critical channels such as gear volts these cuts etc should be min 500hz..
