With car running at idle, tach output has ~14vdc @ 0.0Hz.

Everything else on the cluster works fine. I de-pinned the tach output from the factory harness and used a power pen (12v+ source) and tapped the pinned and am able to get the tach to bounce. At this point I'm pretty confident that A) the tach is functional. (It's a pretty recent TRD 10k replacement...
